On nous écrit d’Ottawa — “The inquiry on biculturalism will not happen. Three parties are asking for it. Several members inside the fourth party want it. But the top officials don’t want it. Therefore there will not be one.
Because the “caste” is intelligent, well established, and it intends to remain that way. It is moreover convinced that such is in the best interests of Canada, even of the French Canadians who must be saved in spite of themselves. Brave fellows, these French, very gifted for the arts, law, theology, but otherwise, lightweights, incapable of succeeding in more serious pursuits: the top administration.
